Dragan Bolanča is a distinguished Croatian legal scholar and practitioner specializing in maritime law, transport law, and insurance law. He completed his secondary education at the Classical Gymnasium “Natko Nodilo” in 1976, before enrolling at the Faculty of Law in Split, where he graduated in 1980. After passing the Bar Exam in 1984, he continued his academic development, obtaining a Master’s degree in 1987 with a thesis on “Marine accidents and shipowner’s liability,” and a Doctor of Law degree in 1994 with a dissertation titled “The concept of exceptions and liability of the carrier for the carriage of goods by sea.”
His professional career began in legal practice as a trainee lawyer from 1982 to 1984, followed by judicial service as a judge of the County Court in Split from 1985 to 1990. In 1991 he joined the Faculty of Law in Split as an assistant, marking the beginning of a long and influential academic career. He was promoted to assistant professor in 1996, associate professor in 2000, and full professor in 2004. From 2009 to 2022 he held the title of Full Professor with Tenure, teaching Maritime and General Transport Law as well as Insurance Law. He retired in 2022.
Alongside his teaching and research, he assumed numerous leadership roles within the Faculty of Law and the University of Split. He served as Vice Dean from 2000 to 2002, and as Dean of the Faculty of Law from 2004 to 2006. At the university level, he held the position of Vice Rector for Legal, Personnel and General Affairs for two mandates, from 2006 to 2014. He was Head of the Postgraduate Scientific Studies in Maritime Law and the Law of the Sea in the periods 2000–2004 and 2008–2012, and, until his retirement, he acted as Head of the Maritime and General Transport Law Department and Head of the Institute for Commercial and Maritime Law.
His professional formation includes significant international training and specialization. He completed training in maritime law at the Jagiellonian University in Krakow (1993) and at the Faculties of Law in Ljubljana (2004) and Maribor (2006). Between 1997 and 2002 he specialized in maritime court and arbitration practice in London, working in renowned law firms such as Stephenson Harwood, Norton Rose, and Holman Fenwick & Willan. He has been a visiting lecturer at the Faculties of Law in Belgrade, Mostar, Rijeka and Split.
He has played an active role in the scholarly community as a member of the Editorial Board of several academic journals, including Comparative Maritime Law (Zagreb), Pomorski zbornik (Rijeka), Foreign Legal Life (Beograd) and Megatrend Review (Beograd). He is also a member of the Editorial (Publishing) Council of the journals Financije i porezi (Zagreb) and Pravo u gospodarstvu (Zagreb).
Beyond academia, he has made a lasting contribution to the legal profession and civil society. Since 1998 he has served as President of the Association of Lawyers in Business of Split, within which he has organized seven bar exam seminars, around 150 lectures and round tables, and overseen the publication of four books. From 2000 to 2018 he was Vice President of the Croatian Maritime Law Association. He is also an arbitrator of the Permanent Arbitration Court at the Croatian Chamber of Economy in proceedings with and without international elements.
His work has been recognized through several prestigious awards. In 2007, as Vice Rector, he received the bronze medal of the French State Council «Conseil d’État 1799–1999» for his scientific work. In 2011 he was awarded the Silver Medal of the State Council of France for his role in fostering cooperation between the University of Split and Paris II Panthéon-Assas University. The same year, as president of the Lions Club Split, he received Lions Clubs International’s highest distinction, the Melvin Jones Fellow award, for his humanitarian engagement.
